Taiwan-Based Analyst Consultant

China Dissent Monitor (CDM)


Background


Freedom House is a non-partisan, non-governmental organization that monitors, strengthens, and defends human rights and democracy worldwide and in the United States through programs that support civic activists, research, and advocacy.


Freedom House seeks to engage a Taiwan-based consultant to provide analytical and research support to the China Dissent Monitor (CDM), a project that documents protest and other forms of dissent in China. Having documented 15,000 events since 2022, it is the largest current database of protest in China and has been widely cited in reports by leading news organizations, such as The New York Times, Economist, BBC, Reuters, and Bloomberg.


Purpose of the Engagement


The purpose of this consultancy is to provide specialized research, analysis, and writing support for the China Dissent Monitor project for a defined period, in accordance with an agreed scope of services and deliverables.


Period of Performance


The anticipated period of performance is approximately one year, with any extension subject to organizational need, funding availability, and mutual written agreement.


Scope of Services


The consultant will provide services and deliverables that may include the following:


  • Monitor publicly available information relevant to protest, dissent, and civic space developments in China.
  • Collect, review, and analyze information about dissent in China.
  • Generate summaries of findings in English and Chinese for project use.
  • Contribute to procedures for information collection and methodological standards that will ensure consistency and validity of the project’s work.
  • Identify trends and contribute to analytical write-ups or project-related reporting.
  • Develop charts, graphs, tables, or other visual presentation materials, as needed.
  • Participate in coordination calls or consultations with Freedom House and, as needed, external stakeholders virtually and in-person
  • Maintain strict protocols around the confidentiality and security of sources.


Required Qualifications


  • Bachelor’s degree in sociology, political science, journalism, law, or a related field; graduate degree preferred.
  • Professional-level fluency in Mandarin Chinese and English; ability to convey complex ideas in writing and verbally in both languages is required.
  • Experience reading academic and colloquial Chinese.
  • Minimum three years of experience working in the fields of human rights, social science research, or journalism, especially if related to the People’s Republic of China (PRC).
  • Experience writing analytical reports in English and Chinese.
  • Strong understanding of politics, civic space, and free expression issues in the PRC.
  • Demonstrated ability to manage competing demands and meet deadlines.
  • Ability to apply attention to detail and consistently produce error-free work.  


Desired Qualifications


  • Experience creating data visualizations or infographics
  • Familiarity with quantitative research and analysis
  • Familiarity with PRC social media
  • Experience using Excel and Google Sheets formulas
  • Familiarity with digital security and secure communications tools
  • Experience presenting research findings in professional settings


Consultant Fee


Minimum of 60,000 NT per month. Compensation will be discussed with shortlisted candidates and reflected in the consulting agreement as a consulting fee, consistent with the agreed scope of services and deliverables.
